To stop Tolfdir from running in and starting the fight prematurely, use TDetect which will stop either Ancano or Tolfdir from attacking each other, allowing the script to progress normally.

And all the actors/npc roam carefree as though nothing happend. setstage 0/1/10/20/30/40/50/200 all make no difference to it. And you can't jump it to complete the Winterhold college saga.
